  • Heat the oven to 425°F (220°C). Spray 12 muffin cups (about 2 1/2-inches in diameter) with cooking spray.
  • Pour the hash browns into a large bowl with melted butter and season with salt and black pepper. Gently squeeze to remove excess moisture. Place the hash browns on a kitchen towel and press down on the bottom of each muffin cup, pressing down to get around 1/4 of the mixture.
  • In the pre-heated oven, bake until golden brown, 18-20 minutes.
  • In the meantime, mix together the cheese, eggs, chopped bell pepper, and shredded red pepper (if desired).
  • Take the muffin tin out of the oven. Turn down the heat to 400°F (200°C). Dip the hash browns in the egg mixture and top with half the bacon. Sprinkle with the remaining bacon and bake for 13–15 minutes, until a knife stuck in the center comes out clean. Sprinkle with chives.
